Responsibilities/Qualification Under direction of the Division Manager, manages the project in order to expand Alion's participation, anticipating and meeting customer needs; directs the tactical activities of the program including, but not limited to, engineering, finance and operations with the objective of maximizing growth and profitability. Seeks to build project revenue by remaining alert to new business opportunities or expansion of business with the customer and advising senior operations management. Acts as an advisor to meet schedules or resolve technical or operational problems. Directly participates in establishing and administering project controls. Develops and administers budgets, schedules, and performance standards.Frequently contacts peer managers and customer representatives concerning the project, operational decisions, scheduling requirements, or contractual clarifications. Conducts briefings and technical meetings with company and customer representatives concerning project operations. Erroneous decisions or recommendations or failure to complete assignments normally result in serious delays and considerable expenditure of additional time, human resources, and funds.Responsible for all aspects of operations and personnel of the mobile laboratory units. Manages policies and procedures related to the mobile laboratory systems in accordance with organization, and regulations. Evaluates operations and implements appropriate actions. Assesses needs, defines goals, develops program plans, establishes organizational structure of the Program, delegates authority and responsibility, develops long- and short-range plans and projects, allocates dollar and manpower resources within contract limitations, directs, coordinates, reviews all Program conducted or directed activities, reviews and evaluates progress and performance of these activities and takes independent corrective actions as necessary. Selects, assigns and provides scientific leadership, and guidance to a multidisciplinary staff to achieve assigned program objectives.Ensures adherence to Alion administrative policies and procedures, human resource policies and practices as applicable, and contracts administration procedures that support the programs of Alion, and ensures that the contract is administered to protect Alion's interest and comply with all applicable laws and regulations.Directs efforts to improve the quality and efficiency of the Alion team through training and development programs in both technical and scientific disciplines. Qualifications Bachelor's degree in chemistry or related field plus 7 years or Master's plus 2 years of experience as an environmental scientist or analytical laboratory manager or section supervisor, with extensive knowledge with a variety of environmental (EPA) laboratory management concepts, practices, and procedures.Direct experience managing and supervising projects and managing staff at multiple geographical locations is a plus. Excellent verbal and written communications and interpersonal skills are mandatory. Must be able to rely on experience and judgment to plan and accomplish goals.Leads and directs the work of others. A wide degree of creativity and latitude is required. Must have excellent communication, presentation and interpersonal skills with a strong customer service some cases, educational requirements may be adjusted or waived for more than 10 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.Must be able to obtain a Public Trust Certificate upon hire.
