Union County College is a public comprehensive community college providing quality, affordable, accessible educational programs that serve the greater Union County region. Campus: Cranford General Description: Assists the Director of Purchasing in administering and managing functions of the Purchasing Department, including interpreting, administering and explaining state laws, regulations, and guidelines governing procurement and through such, assures all procurements are sourced in compliance with County Colleges Contracts Law 18A:64A-25.1 et seq. and other statutes governing New Jersey Local Public Contracts, as appropriate. Characteristics, Duties and Responsibilities: Manages and administers the Procurement Process within specified areas of responsibility • Assist the Director in the daily operations of the Purchasing department including supervising the Purchasing Technician and Buyer to ensure service to campus and external communities is provided in a professional, ethical and timely manner. • Determines the specifications and the creation of public solicitations for goods and services, which comply with fair and open practices embodied in public law. • Determines the specifications and the creation of public solicitations for public works projects comply with public law. • Responsible for the execution of the bidding/solicitation process in accord with public law. Includes participation in public bid openings, review of bids for proper documentation and compliance. Supervises preparation of bid tabulation sheets. • Evaluates and manages solicitations through to a recommended award which may involve working with College or outside personnel in preparation of the evaluation. • Prepares award recommendations to the College’s Board of Trustees by preparing the appropriate Board resolutions. • Assists with review of contracts to ensure compliance with the terms and conditions of the state of New Jersey. • Builds and maintains effective relationships with coworkers, legal representatives of the College while assisting and advising College staff and Department heads in resolving problems and determining the best product/service/supplier to meet their needs. • Manages the processing of all purchase requisitions and the creation, approval and placement of purchase orders, expediting deliveries and resolution of purchasing problems. • Maintains bid information and processes procurement transactions through Colleague. • Documents and reports system issues within Colleague. • Produces and analyzes reports from Colleague and provides information and guidance based on the analysis of the data in the reports. • Assures that contract records and files are systematically maintained. • Collects/maintains the Purchasing records and files including, NJ Pay-to–Play and Business Registration certifications and other data required by governmental agencies. • Other duties as assigned. Develops and Maintains • Up to date Legal (such as Pay to Play, W-9, NJBRC, PWCR, Certified Payrolls, Pay to Play, etc.) documents, forms and files. • New and ongoing RFQ, RFP, RFI, bid requirements, records and related calendars. • Purchasing forms, templates and processes. Determines and Identifies • Opportunities related to Purchasing such as: cost reduction, specification improvement, consolidation of purchases, blanket order, electronic bids/auctions, and process improvements. • Impact of changes to Purchasing law. • Identifies need for changes in Purchasing policies and procedures as appropriate. Education Requirements: • Bachelor’s Degree required. • A certification as a R.P.P.O., R.P.P.S. or QPA preferred. Experience: • Minimum of 5-7 years’ experience in purchasing required, with public sector experience. • Minimum of 3 years Senior Buyer, Senior Purchasing Agent, or higher-level experience. • Experience with Ellucian’s Colleague Enterprise Resource Planning system preferred. Physical Demands and Work Environment: • This position’s duties are normally performed in a typical interior/residence work environment, based on the activity scheduled. • Some physical effort required; however, the employee must occasionally lift and/or move up to 25 pounds. • No or very limited exposure to physical risk. • Some travel required.
