We are currently hiring a Senior Cost Engineer for our client based in the Houston, TX area. This will be a 2 plus year contract and is a remote work from home position.Job SummaryThe Senior Cost Engineer is responsible for developing, monitoring, reporting, and communicating the Archaea Energy cost management plan and cost performance reporting that includes approach for budget, forecast and cash flow through program execution to close out. Budget and forecast development includes the application of the Cost Breakdown Structure and appropriate control of project allowances, escalation, unallocated provision (UAP) and additional unallocated provision (AUAP). The Senior Cost Engineer sets up and maintains the cost management system and interfaces with finance and contractors as required and ensures actual expended costs are accurately accounted within the cost breakdown structure. The role has a large and direct effect on the program forecast and cash flow predictability and impacts overall program cost outcomes. The role will interact with stakeholders in Project Management, Project Controls, Engineering, Procurement, Construction, Operations, and Finance.This is a leadership role reporting to the PCM.Roles and Responsibilities• Develop and maintain strong working relationships with the Project Managers, project teams, and Project Controls team members• Use performance data to provide timely project insights to leadership• Act as the main point of contact for all day-to-day project cost related activity and all cost performance management and reporting• Oversee and support Engineering Home Office and Site Contractor Cost Teams• Apply cost controls policies, procedures, processes, guidelines, tools, and templates• Maintain compliance with BP Published Guidelines and Common Process as it relates to cost controls• Ensure the development of appropriate project budgets, with appropriate escalation and allowance, based upon stage gate authorization and approved cost estimate• Utilize the work breakdown structure to monitor the cost system• Monitor appropriate performance indicators to assure project progress and performance• Provide relevant & specific expertise to diagnose, investigate & overcome problems. Provide best practice advice & guidance with regards to the cost control process• Monitor the overall project budget, forecast of final cost, and actual costs• Supports the Develop and maintain the LGH Change Management Procedure and process• Develop and maintain UAP drawdown strategy and reporting• Monitor and control appropriate allowances, escalation and UAP• Identify risks and cost reduction opportunities• Monitor the current level of commitments, key quantities, actuals, accruals and value of work done to provide accurate reporting of work in progress and current estimates• Ensure contractor invoices are complete and consistent with the defined scope of work and contractual documents• Ensure costs are accurate and properly assigned according to the defined cost structure• Develop and maintain a phased forecast profile based on physical progress and productivity• Regularly develop and issue progress reports and forecasts to appropriate stakeholders• Develop stage gate deliverables related to costs• Interface with Finance, Control & Accounting functions. Verify all cost objects are closed, invoices paid, and charges settled to the correct cost elements• Prepare final cost reports and financial closeout documentation, reconciliations and reports• Supply cost data for the benchmarking process and facilitate preparation for aspects associated with cost• Make cost performance information more easily accessible• Provide leadership with forward-looking information identifying expected project cost performance and comparisons against approved Long-Term Plan targets• Supports the performance management contractors and suppliers and ensure delivery• Assist in the development of stage gate appropriate Financial Memorandums (FMs), coordination of financial updates (QPFs), internal Project Controls verification reviews (Stage GateMCEs) and regular overall project reporting• Ensure personal and team compliance with Code of Conduct and models Values & BehaviorsExperience & QualificationsExperience:• More than 15 years of relevant professional experience (within the Chemical Petrochemical Industrial Refining Production Areas) in Project Management or Project Controls• Degree in Engineering, Business or Project Management• More than 5 years team lead experience, ability to coach, mentor and share best practice and knowledge• Major Project Experience• Good understanding of different methods of project government financing funding and legislation• Ability to harness use of digital tools to provide high quality cost reporting information• Ability to travel to HQ in Houston, TXJob Specific Skills:• Excellent personal communication• Strong analytical skills with expertise in MS Excel, PowerBI, other data analysis tools along with MS office• Ability to interface, influence, and work effectively with members of the Project Leadership• Advanced maturity and discretion in handling confidential and secure information• Ability to prioritize, liaise well with others, and remain calm to manage multiple demands and cope with change• "Can do" attitude as a key team member with flexibility, enthusiasm, reliability, and discretion• Treat obstacles as challenges to overcome• Adopts and promotes a working environment of excellence
