SUMMARYResponsible for the day-to-day activities in the planning, coordination, and preparation of the Property Portfolio's operating budgets, to ensure financial controls and transparency and compliance with prescribed regulations and standard procedures. This position is responsible for the development, calculation, utilization, and coordination of information relating to the preparation and control of operating costs.DUTIES AND RESPONSIBILITIESAssist the OBM PAM Support Manager in planning, documenting, monitoring, compiling, and uploading the annual budget to the Authority's system of record.Draft assigned sections of the annual budget book in timely fashionAssist with and ultimately be responsible in monitoring the financial condition of the Public Housing (PH) and RAD portfolio and the PAM Division cost centers by compiling the monthly budget vs. actual report.Analyze budget variances and explain narratives on a monthly and quarterly basis in support of the authority-wide budget variance explanation.Review, prepare, process andor submit (and approvedisapprove as necessary) budget revisions, purchase requisitions, travel requests, andor journal vouchers to ensure budgetary and accounting compliance.Assist PAM Team in developing purchase requisition uploads for centrally procured vendors.Perform monthly accruals for centrally procured vendors pile and approve year-end accruals for assigned cost centers for preparation and submittal of financial entries.Analyze and review AP vendor payments and PO utilization, as needed.Assist in the development of long-range financial forecast and related budgets for assigned portfolio and other cost centers as needed,Analyze and validate cost center results to ensure accuracy, accountability, and financial data integrity.Analyze trends, costs, funding and financial commitment to project future revenues and expenses. Performs routine and ad hoc financial analysis, some may be beyond the property portfolio and involve other cost centers and financial needs.Review assigned prospective vendors financials based on CHA criteriaMake recommendations for improving the financial controls and audit functions within the portfolio, when requiredProvide input to improve accounting and bookkeeping functions as needed.Other financial duties as assigned. QUALIFICATIONSBachelor's Degree in an applied science: accounting or finance preferred. This position requires experience in financial oversight to ensure the efficient and cost effective operation of the portfolio. Minimum of three (3) years' experience in accounting, auditing, finance or other related discipline preferred. Previous contract management, auditing andor financial analysis experience considered a plus. The position requires proficiency with Microsoft Office products (i.e. Word, Excel, PowerPoint, & Outlook). Working knowledge of VLookUp and pivot tables a plus. Must be able to communicate effectively both verbally and in written form with all levels of internal and external management. Salary Range: $80,000 - 85,000Grade: S8FLSA: ExemptUnion: None
