Job Description:

Objective Browning Contractors Inc. is a leading underground construction company for the Central Valley. As the Human Resources Manager, you will serve as the focal point for all aspects of human resources management, overseeing recruitment, employee relations, performance management, benefits administration, and regulatory compliance.Essential functionsThe Human Resources Manager will work closely with the Operations Manager and will oversee the management and direction of the human resources and personnel administrative areas of the organization.Develop and update HR policies and procedures, communicating changes to the workforce.Supervise the management of both the hard-copy personnel files and the computerized personnel records system, including benefits, worker's compensation claims, personnel action forms, performance reviews, employment verifications, hires, payroll changes, terminations, and any other employee files.Maintain payroll data, employee information, rates, wage garnishments, tax levy's, and court ordered deductionsInvestigates accidents and prepares reports for workers compensation claims.Guide and support the termination process in compliance with company policies and legal requirements.Maintains compliance with federal, state, and local employment laws, and regulations.Recruit, interview, hire, and train new staff in the HR departmentMaintain and enhance the organization's human resources by planning, implementing, and evaluating human resources policies, programs, and practices.Facilitate annual performance management process.Administer leaves of absence; FMLA, CFRA, PDL, PLA, ADA, and all Federal State related leave acts.Administer benefits, including open enrollment, broker negotiations, cost comparisons and maintain all online vendor portals.BenefitsMedical, Dental & Vision, eligible after 60 days.401(K) eligible after 6 months.Experience & QualificationsBachelor's degree in human resources or related field.5 years of experience andor trainingCertification in Human Resources (e.g., SHRM-CP, PHR) is a -depth knowledge of HMO, PPO, EPO, & Cal Savers.Bilingual in Spanish, required.Knowledge of general Human Resources policies and procedures of CA and federal labor law.Physical Demands While performing the duties of this job, the employee is occasionally required to stand, walk, and sit for extended periods of time; reach for tools and objects with hands and arms; climb stairs; stoop, kneel, crouch, or crawl; and talk to and hear customers. The employee must occasionally lift to 25 pounds. The employee must be able to see up close and at a distance, as well as use peripheral vision and depth perception, and be able to look at, read, and use a computer, electronic devices, and phones for long periods of time.
